East Vancouver targeted shooting victim identified as La Van Truong Phan Oct 12th 2013, 17:49 Police have identified the man gunned down in a deadly shooting in east Vancouver as 32-year-old La Van Truong Phan. Phan was attacked in the back yard of his home on the 7200 block of Victoria Drive around 12:30 a.m. Friday, according to Const. Brian Montague, a spokesman for the Vancouver police.
